New Zealand

A highly digital payments market built around cards, EFTPOS and online banking, with major payments modernisation underway

Overview

New Zealand has a well-developed digital payments market, with widespread use of payment cards, contactless payments, EFTPOS and online banking. Consumers are highly accustomed to electronic payments for everyday purchases, while e-commerce has further increased the importance of card and digital payment acceptance.

The country’s payments infrastructure has traditionally relied heavily on domestic EFTPOS and bank-based payment systems alongside international card networks such as Visa and Mastercard. However, New Zealand is now undertaking significant payments modernisation, with the Reserve Bank of New Zealand working on plans to create a faster, more innovative and competitive retail payments system.

This makes New Zealand an interesting market for payment providers and international merchants: digital payment adoption is already high, but the underlying payments infrastructure is evolving rapidly.

Key Providers

New Zealand’s payments ecosystem includes major domestic banks, international card networks, payment processors, payment gateways and fintech companies. The country’s major banks provide extensive card, account-to-account and digital banking infrastructure, while international payment providers support merchants with acquiring, payment processing and alternative payment methods.

EFTPOS has historically played an important role in New Zealand’s domestic payment infrastructure. However, the Reserve Bank has identified increasing reliance on international card schemes and declining industry support for EFTPOS as part of the wider case for modernising the country’s retail payments infrastructure.

International payment providers can therefore play an important role for merchants entering New Zealand, particularly where businesses require international card acquiring, multi-currency capabilities, alternative payment methods or cross-border payment support.

Worldline is one example of an international payment provider supporting merchants with card acquiring, payment processing, omnichannel acceptance and a broad range of payment services.

Regulation and Compliance

The Reserve Bank of New Zealand (RBNZ) plays a central role in the oversight of New Zealand’s payment and settlement infrastructure. It operates and oversees important payment systems and is the sole regulator and supervisor of pure payment systems under the Financial Market Infrastructures Act 2021.

The Exchange Settlement Account System (ESAS) is a core component of New Zealand’s financial infrastructure and provides real-time gross settlement for payment obligations between approved banks and other eligible entities.

New Zealand is currently undertaking a broader review and modernisation of its retail payments system. The Reserve Bank has identified the absence of a modern real-time retail payment system as an important structural issue and is consulting on options for creating faster, safer and more competitive payment infrastructure. The current public consultation runs from August to October 2026.

Payments in New Zealand for International Merchants

New Zealand offers international merchants access to a digitally engaged consumer market where card and contactless payments are widely used. Supporting major international card schemes is therefore important for businesses targeting New Zealand consumers.

Bank transfers and other account-based payment methods also form part of the wider payments ecosystem, while digital wallets are increasingly relevant to mobile and contactless commerce.

For international merchants, choosing a payment provider with strong local acquiring capabilities can help optimise payment acceptance and provide access to the payment methods preferred by New Zealand consumers. Cross-border capabilities can also be important for businesses selling internationally, particularly given New Zealand’s geographic distance from many of its major trading markets.

The country’s ongoing payments modernisation could create further opportunities for payment providers and fintech companies as new infrastructure, open banking initiatives and faster payment capabilities develop.
